Why This Matters
Every year, Filipino workers are offloaded at Philippine airports because a required document is missing, expired, or incorrectly issued. Some miss their deployment entirely; others face weeks of delay waiting for reprocessing.
The frustrating part is that most of these cases are preventable. The requirements are well-defined, the deadlines are predictable, and the common errors repeat. This guide covers them.
It applies to land-based OFWs deploying through a DMW-licensed agency. Seafarers follow a separate process — also under the DMW — so if you're sea-based, ask your agency or manning company for a seafarer-specific checklist.
Core Documents
These are required for all OFW deployments, regardless of destination:
- Valid Philippine Passport — with at least six months' validity beyond your contract end date. If it's close to expiring, renew before processing begins.
- DMW-approved Employment Contract — issued by your agency after job-order approval. Don't sign a contract that hasn't been verified.
- Overseas Employment Certificate (OEC) — your exit clearance, now processed through the DMW (Balik Manggagawa) system, including the digital OEC exemption for returning workers. Without it, you won't be cleared to leave.
- PhilHealth membership (Overseas Workers Program) — enrol or update before departure to keep coverage while abroad.
- Pag-IBIG Overseas Program — optional, but worth it for housing-loan and savings benefits.
Keep two photocopy sets of everything: one with your family, one in your carry-on.
Medical Requirements
A pre-employment medical examination (PEME) is required for all deployments, at a clinic accredited by both the relevant Philippine authorities and the destination country's embassy or employer.
Typical PEME components:
- Physical examination
- Chest X-ray — tuberculosis screening, and the most common reason for a medical clearance to fail
- Complete Blood Count (CBC)
- Urinalysis
- Drug test
- Psychological evaluation (commonly required for domestic workers and caregivers)
Destination-specific additions apply — for example, Gulf states typically require additional screening through their accredited (GAMCA) medical centres, and some countries require specific vaccination records. Results are usually available within a few working days, and clearance is time-limited, so don't complete your medical too early relative to your travel date.
Destination-Specific Documents
Singapore: Most documents need no extra authentication, but your agency submits the job order to MOM directly, and domestic workers complete the required pre-deployment training before departure.
UAE: Documents are authenticated by the Philippine Department of Foreign Affairs (DFA) and attested by the UAE Embassy in Manila. Build in time for this — it isn't instant.
Saudi Arabia: Requires Saudi MOFA attestation on top of DFA authentication, plus medical clearance through an accredited GAMCA centre. Coordinate with your agency early.
Germany: Licensed professionals need credential recognition. For nurses this means submitting your PRC licence, transcript, and diploma to the relevant German recognition authority (Anerkennungsbehörde) — a process that can run several months to over a year. Start as early as possible.
Qatar: Standard DFA authentication, with additional safety certifications (such as offshore survival training) for some energy-sector roles. Your employer or agency will advise.
Before You Fly
In the final days before departure, confirm the following:
Your OEC shows the correct destination and employer name. Any mismatch can mean offloading.
Your passport carries the correct visa — check type, validity, and permitted entries against your contract.
Your airline ticket matches your passport name exactly. Be consistent about middle names across every document.
You have emergency contacts on hand: your employer's HR, your agency's hotline, and the Philippine Embassy or Consulate at your destination.
You have enough local currency for the first day or two — transport, meals, and incidentals before your first payday.
